There's an awesome article online that was posted on 9th January. It's a really good guide to the best tattoo parlors/studios in the world. They don't stop at naming the place. Each location is accompanied with a description and there's also a list of outstanding tattoo artists. Horiyoshi III and Brandon Bond have made it to the Top 20 list. Deservedly so I might add!
